What is more important for Gor management Modern football management versus Juogi?

Gor's struggles may be because key officials believe in "Juogi" instead of modern football management.

You will never hear TM Jolawi complain about poor CAF preparations, delayed players salaries, untimely and frequent sacking of head coaches, high turnover of players ever transfer season but instead he will always have the rider "juogi mar Gor" to derail supporters from the ill preparations that he oversees as the club's TM.
